I installed the 0.48 preview version on two computers, one Windows XP and one Vista 64bit. The one installed on XP has the toolbar with open, save, print, etc. horizontally on top, under the main menu. The one installed on Vista has the same toolbar vertically on the right side, near the toolbar with snap, grid, etc..
How can I move its position ? This or any other toolbar. Trying to catch it with the mouse in a hope to drag it away does not seem to work.
I deleted completely the user data folder from /Users/secarica/AppData/Roaming so the application has started as new (I suppose).

Well, I'm not using that version, but I have used versions 0.44, 0.46, and 0.47, on both XP and Windows 7. In all cases, that's exactly what you do, pick up the bar with your mouse. I would assume that is still the case, although I could be wrong.
I wish it were possible to dock them anywhere, but afaik, you can only move them around, but not dock anywhere except their default positions. Maybe other docking positions could be added as a new feature request?
Anyway, in 0.46, the area that you have to catch with your mouse is a very thin and short bar. However in 0.47 that area is doubled in size, and indicated by a dotted texture. Note that the Move icon (4-pointed arrows) doesn't appear until the mouse button is depressed. Nothing appears to happen on mouseover (like the cursor changing to "the finger").

0.48 Beta it is not possible to Move the toolbar positions as we are were use to in 0.47... There may be some 'custom' way to do this but I would avoid that and just wait to see what comes in the production build of 0.48 as its almost ready.
The only thing you can do is use the pull down menu at the END of the COMMAND bar (2nd Bar from the top). And change it from 'Default' to [Wide or Custom]. If your Inkscape UI is not sized wide enough to display it, the option is labelled 'Task' when you click the Menu Expand double arrows ( >> ).

Actually, you can change the positioning for the toolbars in Inkscape 0.48 by doing :
Menu View >> choose Defaut, or Custom, or Wide.
