I created a perfectly round 1500 x 1500 px circle, selected it and then attempted to Export (Selection) to Bitmap.
The export bitmap dialog box shows the following:
width: 1494.002 px
height: 1506.177 px
I have been using inkscape for years and frequently export circles, and I seem to recall the png files have a bit missing on the sides, but my circles are so small when I print them, it's not really noticeable.
Today, I noticed! It's really bugging me and there is absolutely no way to tweak the settings in the export bitmap dialog box to correct for this. When I try, it switches to "custom" and I get a weird png file.
Why is inkscape not using the actual dimensions of the selected object?
This is driving me nuts!

normally, inkscape does export the actual dimensions if you export selected object(s). maybe you should doublecheck your setup? or attach the .svg file to your post? created and exported a 1500px circle as "selected" and "custom" and had no problems exporting as 1500px png so far running 0.48.3.1 on unix.

I cannot duplicate the problem. Export is ok here.
Inkscape 0.48.4 r9939 (WinXP)

Have a nice day.
I'm using Inkscape 0.92.2 (5c3e80d, 2017-08-06), 64 bit win8.1
The Inkscape manual has lots of helpful info! http://tavmjong.free.fr/INKSCAPE/MANUAL/html/

Hi.
Maybe you added a stroke to the object originally an ellipse with different width and height values that you scaled later on to be a circle,
but you didn't choose the right setting under the inkscape preferences panel (Shift+Ctrl+P) transformation section.
Set optimised.
