How to set margins

Hello everyone. Just joined :)

I'm running Inkscape v.91 in Win 7 (64bit). I need to create some drawings which have very specific font sizes and page margins which the drawing need to be inside of. To save time I want to create a blank starting template with my preferred settings. I'm not clear on how to do this since the File>Document properties ... set up isn't working for me. That is, it's set to 8.5 " x 11" sheet size and to show the borders in the drawing area and "Custom size" top, left, right and bottom are set as I want them. But then the drawing as it's located and seen on my screen, doesn't line up exactly the same when I print it out. Is Custom size the margins and if so why not call it Margins instead?

I saw this https://github.com/sambody/inkscape-guide-tools which seems to state there is a plugin to set margins or at least a specifically sized box (margin guide) that if I keep my drawing inside of and that box is in the correct sheet size, that might work. However I'm not finding anything suggesting "Margin guides" in the Extensions pull down. Is this a plugin I need to install? If so where can I find it and additional plugins? Or, do I do I need to do something else?

There are no margins in Inkscape. You can, however use guides, and also save those to your custom template. To do so, just save the file with the guides (and maybe some other settings, like a grid) in a folder named /templates in the directory indicated at Edit -> Preferences -> System: System info: User config.

If you only need 4 guides you can easily create those by dragging them out of the rulers, then double-clicking on them to set their exact position - you won't need an extra extension just for those four. Locking guides isn't supported yet in Inkscape 0.91, but the next version will allow for that.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
