Problems with size/scale when moving from AI

My boss at work has asked me to make him a store planner. A little map of the shop floor where the icons of various shelving units are movable etc, so he can plan out various store moves effectively. What he's really asking for is a program!

I'm not a programmer however, and he's paying me by the hour so i thought the best thing to do would be to make two files in Illustrator. One file would be a map of the shop floor stripped of any storage units. The other file would be a little inventory of various shelving units that he could copy and paste onto the main store plan as he needed them. And that's what i did, in illustrator and it works quite well.

However he's not tech savvy in the slightest, so installing illustrator on his laptop would be excessive and overwhelming (not to mention illegal :P) So i scouted around for a cross platform (I'm mac he's PC) freeware vector program, so i could build it in Illustrator and install a smaller simpler program (inkscape) on his laptop from which i could show him the wonder that is copy and paste.

However... when testing it on my computer, I install inkscape no problem, open the AI files no problem, but the scaling is wrong. When i copy a shelving unit and paste it to the plan it's way too small! What do you think's going on?

The basic floor plan is a jpeg file, I ported it to PS and flattened it so he didn't accidentally start moving things he wasn't supposed to. then i saved it as a jpeg. But when i open the inventory file in AI and paste them to the jpeg the scale is fine again. It's just when i open the files in Inkscape there's a problem.

All the shelving icons i made don't seem to be selectable, but tbh that's not as big a problem as the scaling. Any help appreciated.
