Hello. I have looked everywhere for tutorials on how to color lineart (AKA "Inking and Painting"), however, my needs are not so simple:
1. The lineart is originated outside the computer, it is a paper-and-pencil drawing scanned as a Black-and-white (NOT "grayscale") bitmap at a very high resolution.
2. After "tracing" the bitmap I am not able to fill in an area with a flood fill tool because the "area is not bounded."
3. I have looked everywhere for tutorials and find none that fit my needs specifically.
Some help would be appreciated. Thanks in advance!

It's hard to tell anything from your description except that the flood fill won't help you much alone.
If you upload some part of the work, we could have a better guess on what you want to achieve.
In this post you will find the two basic way how to colour a lineart.
Putting fill objects under the outlines always works; putting them above a black shape is a less clean way.
