In Inkscape, how does one flatten all layers before converting to a PDF?

If you save the image to a Plain SVG all layer is flatten to a SVG with no layers.

Unlock all the layers......mark one of them...........select all object "in" the image........Object/group.
All object in the image is now in a group in the layer you had selected, all the other layer is empty.
