I've read all of the previous posts I can find regarding this and downloaded scribus, etc. Still confused. Still not working. What is the latest thoughts on how to accomplish this and not lose color fading and blurring, etc.?

Here is an attached file that was saved with the save as pdf option.
You can reopen it in inkscape, to have an idea how it is converted. It's a nightmare.
There were many kinds of clipping, blurring and mascing involved, here are the results:

pdf can handle
    gradients with alpha channel
    fills with alpha channel
    clipping
    masking with white objects

what pdf implements but not the best at
    blurred objects -all the blurred object will be converted to raster images that are embedded in a way,
    with masking, clipping, embedding in fill, and anything worse you can imagine

what pdf saving fails miserably
    masking with gradients
    masking with blurred objects

This is what Inkscape 0.48.4 r9939 can do.

Thanks, I did some very basic colored filled boxes blurred across the page for a color fade effect and it converts back into boxes in pdf.Text and images of the poem do fine. It is the blur and color issues that don't translate. I'll have to see if the editor will accept anything other than pdf format. Appreciate the help.
