I'm kind of a novice, and I saw an old thread that touched on this issue but didn't really answer my question, so forgive me if this is redundant.
I've been downloading some great OpenType fonts and using them on different projects, and they look great, but I noticed that there are some special features that I haven't been able to figure out how to use in Inkscape. Like I said, I was reading some old stuff that basically seemed like it was saying that OTF features aren't really available in Inscape, but that was years ago. I'm wondering if they are now and if so how do I access those options.

Welcome to InkscapeForum!
Inkscape displays both True Type and Open Type fonts for me (Inkscape 0.48.1 on Win7, 64-bits). I think where Inkscape has trouble, is with fonts that are unstable, or poorly built. There must be something wrong with the font you have, that causes Inkscape not to be able to open it. Inkscape seems to be rather picky about fonts, lol.
Of course, the font has to actually be installed on your computer. You can't just download or buy it, for Inkscape to access it. Inkscape displays all fonts that are installed on the computer. If you already have it installed, maybe you could tell us the name of the font, or maybe provide a link to it, at the site where you got it. Then we could try it in our own copies of Inkscape, to test it.

Not much has changed: OpenType Layout Features (old style figures, true-drawn small caps, extended ligature sets, swash and alternate characters, fractions, ordinals, proportional and tabular figures, etc.) has not yet been implemented in Inkscape (not in current stable versions nor in the development branch).
OTOH glyph substitution for ligatures is supported on Linux and OS X, but apparently fails on Windows.

Thanks, this answers my question. The fonts are working and look great, but I am on Windows 7 and some of the features I was expecting (like glyph substitution) aren't there. I guess at some point I'll try them on a Linux machine to see how the look.
