Welcome to InkscapeForum!

I don't think so, but I'm not positive. In Extensions menu > Render, there are 3 different types of grids which can be drawn (regular, polar, cartesian). Perhaps one of them can be configured with perspective? I haven't really looked at them much, I just know that there are quite a lot of options available. These are different from the grids which are used just as guides for drawing. Of those, Inkscape has 2 kinds, rectangular and axonomic (isometric). But there are no options for perspective.

But getting back to the grids which can be drawn, I'm thinking you might be able to use one of them, and then apply perspective using Extensions menu > Modify Path > Perspective. However, I don't think it would create a grid like in your example.
