I have had some problems with the blur tool with the last version of Inkscape (0.92.3), but I think it started with 0.92.
After drawing any shape (eg. circle, rectangle), when applying a blur % different from 0 in fill and stroke, the object becomes very pixelated, as shown in the image attached (I made an ellipse, with a 8 mm stroke width, and applied a blur of 1%). The problem appears on a perfectly fresh install on Inkscape 0.92.3, downloaded from Inkscape website this afternoon, and installed on an up to date Windows 10 OS. The problem is that it seems like many filters depend on blur, so lots of filters give very bad results as well.
Did I miss anything?
Am I the only one to see this happen?
It seems quite weird that I didn't find any previous thread on this problem, seeing how important it is, so maybe it only happens on my computer...
I ended up uninstalling Inkscape 0.92 and installing the 0.91 version. And the blur works well again (see attached), but it would probably be better to have the latest Inkscape version work properly.

Hhmm.... If you reinstalled Inkscape, unless you used the option to delete your personal preferences, Inkscape should have used your same settings from 0.91.
But, just to be sure, check on your filter display settings. Edit menu > Preferences > Rendering > Gaussian blur quality for display. And on the same page, check > Filter effects quality for display.
Make sure both of those are set at least on Average Quality.
I have mine both set for Best Quality, and I haven't seen any slowness. Although I guess I haven't been working with filters much lately.
If you have the same problem with the Average Quality setting, I would think we might be seeing a new bug. But let's cross that bridge when we come to it.

Thanks a lot! You found the pb, it was the Gaussian blur quality which was on low. I had completely forgotten about this parameter.
With quality on average, everything looks good.
