If this has been fixed in later versions of Inkscape I apologise, but it is really quite easy to put together a multi resolution ICO file. Especially with Inkscape + GIMP.
I did a very quick job with a largeish resolution jpg of the Inkscape icon I found online. It would be nice to have something official though.
