When you have the PDF file in which the text can't be modified, opened in Inkscape, try this. Select the text with Selection tool

then look at the status bar (bottom of window in the middle). If it says "
Text (font, size)" you should be able to edit it. But it's possible the text has been converted to paths. If that's the case, the status bar will say "
Path (x nodes)". If it was converted to paths, you will not be able to edit the text. Perhaps the status bar might say "
Group of ....". In that case, you'll need to Ungroup, so that you can select the text alone. The text might still be paths, or it might be text, but you'll have to Ungroup it, to find out

Oops, I didn't answer all the questions. I need to ask what you mean by "...recorder the file..." I think "recorder" might be a mistranslation? OH! Or maybe reorder? When the PDF file is opened in Inkscape, I think all the objects are Grouped, so that it will be harder to select them individually, for the purpose of changing the z-order. So the answer is Ungroup

But if I haven't guessed correctly about "recorder", please let me know
