Can't get ALT + arrow keys work on Kerning Text

Can anyone help? I use Windows. When using Text Tool, ALT + <, ALT + >, ALT + [ and ALT + ] simply didn't work. I can't rotate the characters or change space. When I pressed the short keys about, I can only see "<<<<<<<", ">>>>>>>", "[[[[[[[" and "]]]]]]]". It just didn't work. Can anyone helps? Many thanks.

Manual Alt +> +< (spacing), +[ +] (rotation), work on "Normal Text", not "Flowed Text", use >Text >Unflow or >Text >Convert to Text (confusing I know) to remove the FLOW attribute from your text objects.

What kind of keyboard layout are you using (language-dependent)?

Possibly (if you do not use a 'U.S.' or 'U.S. Extended' keyboard) related to:
Bug #165755 in Inkscape: “keys inaccessible with localized/platform-specific keyboards
Bug #338302 in Inkscape: “Problem in rotation text using ALT + ]

Since these shortcuts are hard-coded and cannot be changed via custom keymap file, there is no known workaround.
