It comes as an Inkscape font on my Ubuntu machine.

Inkscape doesn't come with fonts, it uses the ones that are already installed on your system.
I think that all that comes with Ubuntu by default is free so the font should be too. It never hurts to check though, I think it originates from here http://linux.thai.net/. Maybe you can ask on their IRC chat channel.
