Nice also for bitmaps.

To increase or remove refraction effect, simply change the Displacement Map amount in the Object/Filter Effects Dialog Box.

Very nice. They kind of look like bumped maps in gimp.

Thanks, I will take a look at them. In fact I am not so familiarized with bitmap applications. I am primarily a "Vector Man" and all the pixel effects I create at the moment are my first steps in this area. I love to do that in Inkscape because SVG filters are independent from the resolution : remove effect, resize your bitmap, apply it again and the whole thing is different ! Or keep it applied and resize and it resize with the picture independently from the output you will choose. That's Inkscape magic !!!

Because at the moment there is no tool to interactively resize, rotate or skew the filter (will be there probably in next version), here is the trick :

For more ease, group the object you will apply the filter (Ctrl+G) and apply it to the group. Then you will be able to change anything to the group (size, rotation, skewing) and the filter will follow the changes. Then select only the internal object of the group (Ctrl+Click on it) and apply the same changes inverted to the selected object only.

@Ivan - sorry for hijacking this thread - you do write/contribute to the FLOSS Inkscape manual? The current read version is not accessible since several days (index/navigation and stylesheets are missing) - do you know whom to bug about this or can you fix it?

No problem.

Notice that at the moment only the French version has more detailed information (incomplete nevertheless) about using filters. That's because I am French speaking (and I am not very fast...)
