I have a new windows 8 laptop, it's 64-bit, I'm not sure what version of inkscape I'm suppose to download, is it the 64-bit version?

Both 32 and 64 bit versions will work on your system.
The 64bit is an unofficial version, some people find it difficult to use due to lack of contrast on their screen.
Your mileage might vary.
