I'm still learning inkscape. It's a really powerful program. I'm wondering how I would create a halo cloud and light effect like the picture attached.

While you could probably draw something like that with Inkscape, it would take a lot of work and creativity. There's no one tool or process that will do it, that I know of. Certainly blurs and/or gradients I think would come into play. You might find a filter that would be useful, or maybe even create one yourself.

But there are other Inkscapers who are more creative and skilled with Inkscape than me, who might have some better ideas.
