Basically I am looking to have text conform to a shape, so when I change the shape, the text changes to fit it...

Can this be done in Inkscape? I would have sworn I did this in Inkscape last year on a project, but cannot remember how.

I use an extension for Inkscape for this very purpose. It's not perfect but it's useful nevertheless. It's called Bezier Envelope. I used it in one of my screencasts (http://screencasters.heathenx.org/episode-088). Fast forward through the boring parts of the video and get to the text where I explain how to use it.

No, I'm not the developer of this plugin. Try using the extension in 0.46, save your work, and then bring that into your 0.47 project.
