I have no idea what you are trying to do with the way this question is phrased. You can't create just a "pixel" in a vector program.

I don't think you can create a pixel in any program. Aren't pixels related to the screen or monitor? In raster programs, a pixel is a measurement equal to the monitor's pixel.

I assume you want to create an object that is black and 70% opaque.

First you create an object, make it's fill black, and then change the opacity to 70% in the bottom left opacity box, or through the Fill and Stroke dialogue.

It is possible to create one pixel image this way. Turn on grid (#), zoom in and when creating the rectangle snap it to the grid so it's 1x1 px. Color that square black, and change opacity to 70%. Then you can export that object to a 1x1 px PNG.
