Welcome to the forum 
After you click Print, you will be offered a dialog. On that little window, is a Preferences button. If you click that, you'll find an option to change the page orientation.
Although, I should say that I'm not familiar with "print to file". If that doesn't work, maybe you could explain what it means?

"print to file" in windows environment without any additional special utilities loaded (like the print to pdf file utilities/drivers) generates a printer job file with .prn extension, which can then be suitably submitted to printer, so the printer takes full control of the print job with the poscript or PCL encapsulated within comprising all information for the print. Unfortunately afaik windows doesn't come with a utility to send the file to printer without mucking about a bit. The prn file has additional instructions for paper size etc and even which tray to use. Normally when you print directly to printer, this prn file etc happens in the background; except for dumb inkjet/laser printers that are more controlled by windows and additional software instead of purely using a printer driver. These types of printers are best to avoid, as they're a pain and need particular version of (only) windows to work. But i digress.
As Brynn pointed out, the printing dialog box (which will vary in features considerably depending on printer driver) usually has several options about specifying paper size and orientation, forcing scaling to desired size, or picking up paper size and aspect information from the print job/file itself. Making suitable choices will put those instructions into the .prn file, to hopefully print reproducably in correct orientation. When you print to file, open it up in notepad or a good text editor (like vim) and you should be able to figure out those printing instructions that select paper size and orientation at the start of the file. Saves a lot of wasted ink to check the right instructions are there before print.

Oh. I had to mention my OS. I'm using Debian Sid.
This is my print dialog. Paper orientation field not active and all landscape documents becomes rotated in any output format (pdf,ps,svg). Preview also becomes rotated.



I'm using print to svg to make simple svg file with rasterized effects and embided bitmaps which can be imported to scribus without visual losses

I have no idea why the orientation field is grayed out! If you deselect the print to file option, as if you were going to print to paper, I wonder if that would restore the orientation setting? Or could there be some way to change the orientation from the Preview window?

No, print to CUPS printer also has disabled orientation field. Also tried AbiWord and print dialog looks exactly same. But Mozilla SeaMonkey and ClawsMail has enabled orientation field.
Preview button exports PDF to /tmp/ directory and simply launches PDF viewer.

Scribus can't handle any effects like blur and can't find linked (not embided) images. Print to file is fastest way to rasterize all effects and embide all images.
Perhaps I should find/write a script to complite this task.

oh...greyed out...and not windows...well...you should still be able to insert in the print file by hand paper size and orientation instructions using a text editor.
apparently what you're seeing is a GTK related bug...and the long and short of it is to use the File->Page Setup.
it's been a long time since i worked directly with CUPS, used google to find that answer.
