Filter applied to other objects?

Filter applied to other objects?

I'm trying to apply a filter to a single object in one layer. But when I apply it, another object, not selected, in a different layer gets the filter! Neither of the objects are in a group. They both have a blur, though, and the object I'm trying to apply the filter to has a gradient. Taking that off doesn't fix it (I think - I'm having trouble with Undo, too).

I looked through the many filter bugs in Launchpad, but didn't see something exactly like this. But I'm not sure I understand the gist of some of the bug reports. Does this sound familiar?

Not for the work project I'm working on, but I'll try to replicate it in something simple soon.
