How can I use tileable textures and how can I scale them with Inkscape?

Welcome aboard!
Select the object you want to be tiled,
and press Alt+I.
Then select the object you want to add that texture,
open the fill and stroke panel (Ctrl+Shift+F), and select the pattern option for the fill or for the stroke,
and chose the previously created pattern from the drop down menu.
To scale -and also to rotate if needed- the pattern, you can use handles at the top of the object with the node editor tool,
or use the xml editor (Ctrl+Shift+X) to type in exact scale value for it.
