I use a vinyl cutter to make signs. I use SignCut to drive the cutter. I make a vector graphic in Inkscape to send to SignCut. I create a text box and type in my text. I want to put a frame around it, so I create a box the size and color of the outside of the frame and send it to the back. I create another box the size of the inside of my frame, fill in white, and send behind text, in front of outside box. I see a frame on screen, as I would like it. I save and send to SignCut. I see text box only. Frame does not seem to have strokes, nor fills. In SignCut it does not even hold space, meaning graphic seems to be the size of the text box, not the size of the framing squares.

I don't use a cutter/plotter, and don't know much about it. But by reading the forum, I do know that there are special considerations for using Inkscape with SignCut. I don't know if those things are related to, or could be causing your problem. But here's a link to a topic with details about it: viewtopic.php?f=31&t=11849.

I wonder if the newly drawn frame could be outside the page border? Maybe SC can only "see" whatever is inside the border? At least that's the first thing that comes to mind, from your description.

I made sure to keep it all inside the page. Kicker is I put a smaller box inside the design under the test and put a different color text over it and they show up in SignCut, and I can turn off the different colors for cutting and everything as expected,

I'm afraid I don't know what else to suggest. I just don't know that much about SC
