Hi there,
So far as I know there is no package for Inkscape 0.49 available because it hasn't been released. ( Sorry to be the bearer of bad news. )
I use the Inkscape Debian package repository , and my most recent build of Inkscape trunk is 0.48.4 + 27.

As the topic title says - I'm after beta builds. Ubuntu people have a repository and Fedora folks have to build from source. I'm asking anyone who has built some 2013 build to share it.
