Is there a way to draw parallel paths like this?

Depends on your needs.
You can simply duplicate the blue path and give a thinner white stroke to it on top,
or use the dynamic offsetting option on duplicants, convert it back to paths and remove unwanted segment if necessary (as it produces closed paths only.)
Other solution would be to add a pattern along path live path effect or extension.
Even the calligraphy tool has a parallel feature.

I want to be able to set a specific pixel distance between the paths, and the paths should be in different colours and styles. I also need to create three or more parallel paths, and there must be exactly the same distance between every of them. Is this possible in Inkscape?

Apart the calligraphy tool, all the four other mentioned method can make a more or less accurate result.
That "accuracy" is much related to the relation between the distances between the parallel paths and the "heartline", and that path's minimal tangent radius.
Probably I would use the pattern along path lpe if it's not something geometrical.
