When I open a TIFF file in Inkscape it has been resized from it's original 11x17 inches to 73.3x113.3 inches. If I open the file in other programmes it appears at it's original size. Has anyone got any idea why it would do this or how to stop it?

To say a digital image is 11 x 17 inches is meaningless.
When you import the image you will see a dialogue asking you to define the image DPI. You can select 'From File' or 'Default import resolution'. Could be clearer but, the later will scale the image, and the former won't, so try the former.
I am guessing your image is around 6600 x 10200 pixels, which at 600 dpi would be 11 x 17 inches, and 73.3 x 113.3 inches when rendered at the Inkscape default of 90 dpi.

I don't get a dialogue box, but I can see you are right. Is there any way to change the size to what it I want to be. I need the image at the right size as it's a comics page and I'm going to letter it.
