Hi all. I posted this before, but it didn't get resolved. As far as I can tell, all settings are set for black stroke, but it is not appearing black.
I am uploading an image for y'all to see. I hope someone can help me solve this inconsistent problem.

ok. now I'm really confused. I checked in preview before posting, and when I download the attachment, it's black. All black, and it's supposed to have a light blue fill, kind of a periwinkle. Here's my settings:
Fill: c - 71, m-83, y-0, k-31, a-100
stroke: c-0, m-0, y-0, k-100, k-100
Stroke width: 0.011 in.
In exasperation!

In the comments linked above, a bug is discussed where the cmyk profile will revert to rgb.
A workaround is mentioned in other commentary, https://bugs.launchpad.net/inkscape/+bug/632023 , where removing punctuation from the the name of the profile with a hex editor helps. It works for me in WinXP.

Thanks for info, but I think I'm looking in a diff direction. This looks like it refers to handling color saving for pdf.
I need the 100% black within inkscape. I sent svg files to a company to work with the images, and they were unable to b/c of this. The strokes don't appear truly black within inkscape as I work with images either.
Black for stroke at the bottom of the page is blacker than the strokes, but I can't use it to convert the color.
any further thoughts out there?

I don't understand your problem. The svg you attached contains classical color definitions (=RGB and not cmyk) and they are all black ("#000000"). There's no gradient or (incomplete) opacity.
So everything is black. And there's no "blacker" stroke.
So if you wanted it black, then it's fine
If not, you didn't upload the good file.
Or you mess with edit/preferences/input-output color management/display profile.
But as this settings is not exported within the svg, this will affect your computer only. (maybe this setting could be registered if you export as pdf but as you mention only svg this will not affectothers)

Indeed, it would be nice to know what these guys do but some things should remain the same - in most printshops they`ll recommend to replace "pure black" (c=0,m=0,y=0,k=100) since it does not look nice on printed material and instead, some other combinations are used.
Take a look on this one.
(just the first one in the wild guess search list and It doesn`t matter which app you`re using - this would remain the same)
If you`re unable to spot the difference among these two black, you should (must) check your monitor settings, before continuing with the prepress jobs.
