How do we use these in inkscape? I can open the file but can we use them somehow? Thanks, they look cool.

Of course you can use them. However I use them in Development Snapshots because their rendering and bitmap export is better there.

First : copy and paste in your working document the object with the effect you want to use ; then you have several ways :

1°Keep this object selected, take the Freehand Drawing Tool, hold Shift and draw. Your new drawing will inherit all the settings of the selected object and afterwards you will delete all nodes from this one.

2°Don't keep the filtered object selected ; draw anything (grouped or joined or not) ; copy or cut the filtered oject ; select your new drawings and do Ctrl+Shift+V : that will paste the filtered object style to your new drawings.

3°Draw anything ; and keep selected what you want to apply the filter ; open the Objects/Filter Effects Dialogs ; then click in the little box above left close to the filter name : that will apply the filter to the selected object but its original line and fill color and width will be preserved.

But you can also change anything to fill and outline after applying the effect.

Afterwards you can go back to the Filter Effect Dialog to change Filter Settings. Not easy to preview at the moment but fascinating !
