First, would you please confirm that you've downloaded the proper version for your os. And also, please tell us the version of Inkscape you're trying to install, along with your operating system?

I found this at Launchpad. It turned out not to be a bug in that report (from what I understand about the posted comments). https://bugs.launchpad.net/inkscape/+bug/958963. From just my brief research, it sounds like something might have gone wrong with the download, and damaged the installer. So you could try downloading a fresh file too. Plus others here may have better, and more informed comments
