I would like to produce some text with the fill over (rather than under, as it is now) the stroke. this is something I used to be able to do many moons ago with corel draw.
I know how to achive the desired effect ( duplicate the image, remove the stroke and put it over the original).
what I wondered was is the reason there is not option to have the stroke under (or the fill over) due to the limits of SVG ?

Yes... the option of of how to place the stroke is not supported by the SVG spec at the moment...
