I don't know if this is actually a bug or if it's supposed to be that way.
Try import an png image that consist of only tiny areas that is not transparent (Typically an exported curve/line from t.ex Geogebra). To select and move/rotate the object I must click within an area of the imported file that isn't transparent. If I grab to a transparent part of the png, then it won't be selected.
Is that a wanted feature, or do I better report it as a bug?
It do bugs me because I find it difficult to "hit" any tiny lines so can move the image.

You are of course free to report a bug - I would not agree with this being a bug though, it's the way Inkscape works: with the mouse, you can only select with a single click of the LMB by clicking on non-transparent regions of objects (it doesn't matter whether the object is a path, a shape or an imported bitmap image). Fully transparent (or unfilled&unstroked) objects cannot be selected with the mouse either (except in outline view mode). There are other methods for selecting (as well as for moving the selection) available, so you are not completely at loss. ;)
If there are exceptions to this - it is a bug (e.g. the known regression since 0.47 with clipped objects, fixed for 0.48.3).

I just had that one time "incident" of importing a png file where most of it's area is just blank/transparent. Normally I just imports jpg's wich doesn't have any transparent areas.
Haven't tested with png's where an area is just partly transparent.

I'm not sure if you read through all the comments in the report sas provided the link for - if you did by now, you probably understand my initial reaction: that discussion didn't really get to a point (AFAIU) where different POVs and workflows could be reconciled and an agreement be met satisfying all. Hence I hesitated revisiting/reopening that topic (also based on me not having seen the issue surfacing again in public discussions during the last two years or so - it seems that most people have gotten used to (familiar with) or adjusted to how Inkscape currently works with regard to what is selectable by mouse-click on-canvas).
