Port from flash to svg | what is heavier?

Hello,
Since long i am a fan of opensource products like inscape and i just started recently using it, but now i stumbled upon an idea.
I mad the following flash file and i was wondering if it was possible to port it to a .svg file, and if so, would it be harder on the cpu than the flash file?

SVG does have support for animations, but there's no program like Flash for you to do it automatically. It'd require learning another language like Javascript or Python. At the moment Inkscape is only for creating static images
