How is it possible to cut/copy and paste from inkscape 0.46
to a seperate Windows program, like paint?

It's not possible to Cut or Copy and Paste between Inkscape and MS Paint. That's because they are 2 entirely different types of graphics. Inkscape is vector graphics, MS Paint is raster graphics, and the 2 do not mix directly.
However, there may be a way around it. If you have an image in Inkscape, you can use File menu > Export Bitmap. This will create a PNG version of your Inkscape image, which is a raster filetype. Then you can open the PNG in MS Paint and edit freely.
Going the other way around may not work as well. You can in Inkscape use File menu > Import, to import a raster filetype (like PNG, GIF, BMP, JPG, etc.) image made in MS Paint. But you will be very limited in editing it in Inkscape.
You can look up vector graphics in Wikipedia for an excellent discussion of the difference between vector and raster graphics.

Even easier is to select the objects you want, then perform an Edit->Make a Bitmap Copy (or alt+b) then cut (to get rid of the bitmap copy) and paste into paint (or whatever).
