I've been a casual user of Inkscape 0.48 for a fairly long time. I've recently updated to 0.91, and I'm excited about the new features! The new guide system is hard to get used to, but I can imagine that it could facilitate better productivity.
My operating system is Linux Mint 17.1 KDE.
I can't find much documentation for 0.91, so if this is already well documented I apologize for asking a redundant question. But I can't find out how to control guidelines in the new version. I see that I can create them by clicking and dragging the rulers, and then they appear whenever I mouse over the ruler at the point perpendicular to the spot where I touch the ruler with the mouse. Sometimes when I right click on a guideline, a new guide perpendicular to the one I clicked appears, and then I can drag the new guide until I release the mouse. Sometimes this does not happen when I right-click a guideline. Apart from this, I can't figure out how to drag guides. I also can't figure out how to move the origin points, which seem to default to the top of the screen.
A blog post published before 0.91 was released described the new guideline system. According to that blog, we should be able to double click on guides to bring up a "Guideline dialog." I don't know if this feature was dropped before the stable release. It doesn't work for me. If it did work, the ability to change colors of guides and give them labels would be wonderfully convenient! It would make Inkscape the ideal tool for website wireframing, I think.

Hi.
To get a guide line to the canvas - click and hold on the ruler then pull in to the canvas without releasing the mouse button.
The center point of the guide will end up wherever the mouse pointer is when you release the mouse button.
The mouse pointer turns into a hand when you are exactly over a guide, on my system this has to be very accurate. Double clicking while the hand is visible will bring up the Guide dialog.
Pulling in from the ends of the horizontal ruler will make a guide of 45° and -45°respectively.
A single click on the ruler will toggle the visibility of the guides.

Yes. After I changed the GTK2 and GTK3 styles in System Settings > Application Appearance > GTK to Mint-X Blue instead of the default oxygen-gtk, I was able to drag gridlines as ragstian explained.
