Convert photos to vector

I make banners, (2' by 4') and use a Nikon D5100 for the photos. I would like to change these files to vector so I can increase the size without distoration. Is that possible with Inkscape?

Perhaps you would find this part of guide useful. There are a few examples along with explanations, but maybe SIOX is the part which you would also like to see.
