I'm using Inkscape 0.92.2 (5c3e80d, 2017-08-06), 64 bit win8.1

If it's a raster image, such as JPG, GIF, PNG (or some others) then Inkscape is not the right program. You'll need a program like gimp.

Or, it's possible to convert a raster image to vector. Can you show us the image?

If it's a vector image already, and it's not either grouped, or all one path, you should be able to select individual parts. If it's grouped, then you need to Ungroup. If it's all one path, you'd need to show us which part you want, and we can give instructions to break it up.
