I have an svg of a magnifying glass. I want to put a picture in the magnifying glass and I'm not sure how to do it.
Can you create layers of a svg? I'm not sure how to do it with a picture that is realistic. If the picture was a png I know how to trace the path to get layers.
The picture of the magnifying glass has the glass outlined. If I just knew how to put a picture in that circle, I'd be done.

It sounds like you need to set aside some time and just dig in to learning Inkscape. Whether you learn best by just opening it and start playing, or you want to follow tutorials, is up to you. But we can't tell you how to draw something, not even knowing what you want to draw.
Actually if you wanted to, after you import the magnifying glass PNG, you could import some other raster image, to be the image "under" the glass. Or you could draw something with Inkscape.
If you want to go the tutorial route, I would suggest Help menu > Tutorials > Basic, Shapes, and Advanced (don't worry, the one called advanced isn't really advanced - it's an introduction to vector paths). After that, click on the link in my signature, to see a page with hundereds of tutorials, organized at least partly by skill level. So you could start with the Beginner section. And there's always the manual, at Help menu > Inkscape manual.
If you have some idea what kind of picture you want under the glass, I don't mind giving you some ideas how to draw it.
