Import and rotate image with an extension

Hello community,

I have an inkscape-drawing (.svg).

I have a connection to a database that delovers a value. Now I want to import an image (.gif of .jpg) into this inkscape-drawing and rotate it with the database-value. I want to solve this with an inkscape-Extension (python-script?).

Any idea how I can do this or what I need for this?
