Hello, what is the easiest method to upload an image into Inkscape and vector and then send to signblazer so i can cut the stencil? thanks

Welcome to the forum!
Well as far as Inkscape, you would use File menu > Import to bring it into Inkscape. Then you would use Path menu > Trace Bitmap, to convert to vector. I'm not familiar with signblazer, so I wouldn't know what to do from there. I don't know if you would need to save as SVG or what signblazer requires. Maybe someone else knows?
