need help with adding bleed

trying to create ads that will be in b&w in program book. These are my technical directions:

TECHNICAL SPECIFICATIONS:
Full Page with Bleed: 9” x 11.5” Live Area: 7.75” x 10.5” Cut Size: 8.5” x 11” Please Note: All artwork and lettering should fit in the live area spec above; your bleed should just consist of color or background image. For smaller ad sizes, please see sizing below. Preferred file format: To allow for the best quality of this publication, we ask that the ads be submitted as a high resolution PDF or JPEG at 300 dpi.

So I'm new to this and I have the ad created using inkscape but I do not understand where to put the bleed or how to set the margins. I also do not understand all the different page settings. Can anyone give me any guidance or where to read or watch online?

Hi.

Related reading.

full page size = the printer prints on a 9"/11,5" paper
live area = safe zone; put all important parts, texts inside, making sure they won't be cut off
cut size = the size of the paper after cropping the print
meaning, your graphics has to go over the trim edges.
