Simplest: Use the Pencil 
or pen 
tools. Click and release for one end point, hold down the Ctrl key and click for the other end; the Ctrl key restricts the line to set angles (every 15 degrees?), one of which is horizontal.
(There's also a new option on the pen to draw only orthogonal shapes. Or you can use grids, or guides)
