Hi.
You have to save as inkscape svg to store the zoom level data.
And, new save will only be made if you take some actions to your drawing.
Like, if you save your drawing, adjust the zoom, then save again, it won't get stored.
To prevent that from happening, once zoom is adjusted, for example select an object, lower it's opacity, then raise it back to normal.
Hope this solves the issue.

Well, it was saved as "inkscape svg". Even if I do some change, change zoom, save again, so even then after opening the zoom is 200-400% (it varies from picture to picture).

The only thing that can come to my mind then is the setting in the inkscape preferences (Shift+Ctrl+P) under the window tab, to store the window geometry.
