Hi All,
I imported a flow diagram a friend made on a free online tool (it exports .svg), and opened it with inkscape to improve it a bit.
However the embedded raster images seem to be a viewport/window to the image, which seems to be wallpapered (repeated) in the container window. Moving the image only moves the viewport to "seeing" the repeated plastered image behind it.
Does that make sense? Here is an example file with one of the images in it, try move it around:

I tried to ungroup/release clip, but these options are grayed out. How does one get it to move normally?

All the file contains is a rectangular path with a low resolution image as a pattern fill... Do Object > Pattern > Pattern to Objects.
The you can also unlink the clone (the image is also cloned...) with Edit > Clone > Unlink clone.
But honestly, if that is the image you want, it's much too small to be useful.

Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
