Offset/outset on just a section of object
I have an object that I want to expand and round but I don't want to apply that to the whole object. I have tried just selecting the portion of the object but that didn't work. It appears that I have to cut the portion I want to work with free from the rest of it, apply the outset, and then put it back together. Or perhaps there is an easier way? Either way, I am not sure how separate the portion or apply the action to a section.

Here is the portion of the file I am working with. I would like to increase the width of the stem and round the flower pedals without modifying the base of the object.

You'll need to do some node-editing (or at least that's how I would do it).
Switch to node tool (Hit 'n' or 'F2'), then Shift+Click on all nodes on *one side* of the stem (there are just seven or eight of them, so not too much work).
When you've got them all selected, drag them a little to the side - either using the mouse or just the arrow keys.
Another option:
Draw a second stem with the desired width above, using the pencil tool. Then select both the new stem and the old drawing, and Union them (Path -> Union).

For this object, probably I would duplicate the object. Make them 2 different colors, to keep from getting confused.
For the original, I would delete the 4 nodes that make the base. Then for the duplicate, I would delete all except those 4 nodes.
Then for the original, I would do whatever I had in mind, to make it larger. (Outset or whatever)
Then union the 2 objects, to put them back together.
There IS a way to scale, rotate, or skew only part of a path. But it sounds like you don't want to simply scale it. It sounds more like outset would be the best, because it would cause the petals to be rounded.

Oh, sorry, I overlooked the rounding of the petals, only answered for the stem-width... :/

Thanks. I used the first method by Moini. Then deleted a few points on the pedals and smoothed them by hand by moving the points individually and moving the handles to adjust the trajectory between points. It went pretty quickly and quicker than figuring out if there was an automatic way to do it (at least for me).
