canvas size

hi all ,
how do i get the canvas size for a t shirt flim (13"x15") and 300 DPI

You can change the canvas size under Document Properties (Shift + Ctrl + D). Inkscape always uses 90 dpi for display, but you can export the page with 300 dpi into PNG format. If you're saving into a vector format the dpi doesn't matter, except if you need to rasterize some effects. You can tweak the dpi of rasterized objects when saving as EPS or PDF.

there are no settings for 13"x15''.
