The next version will be 0.92, as far as I understand. According to things that were discussed at the Hackfest, the developers are hoping to get into a faster release cycle than how it's been for the last few new versions, where it was sometimes a matter of years between new versions. I think they said they're hoping for less than a year between the next few new versions.
Although, just because those are the plans, doesn't mean that's definitely what will happen. But that's what they are trying to do.

You can find a little bit more specifically what's happening, by following the Release Notes. Even before a new version is released, there will sometimes be notes: http://wiki.inkscape.org/wiki/index.php/Release_notes Those are also not absolutely definite, but it's what developers hope for. Look and see what's on the 0.92 release notes!
And when it's getting close to a new version release, you can look on this page, where the steps are checked off, as they are completed: https://inkscape.org/en/develop/next-release/. So you can see that nothing is checked off yet, so it's not really very close to the next version.
If you use Inkscape on a Linux or Mac system, you can see some of jabiertxof's new LPEs in the 0.92 development version (although note that it won't be as stable as the stable version). There doesn't seem to be a dev version for Windows. https://inkscape.org/en/download/

I've received word that there will be Windows developoment versions, once or twice per month. Can be found on Downloads page of the Inkscape website, as linked in the previous msg
