Can you give a bit longer description on what you want to achieve?
Do you have a 3D model you want to adjust the texture/uw layout? -Guessing not, just to make sure.
Do you want to manipulate the gif you linked to? -Would be better do it in gimp.
Oh well, easier to redraw the whole thing from scratch as 2D vectors.
What kind of projecting/axonometry you need this in?
Perspective, ortographic or in Kavalier axonometry, like in the gif?
Or is it just about how to map something to a parallelogram?

By a combination of scaling the width, then skewing vertically after.
You can use the handles of the bounding box and snapping, or the transformation panel (Shift+Ctrl+M) once you measure the desired width and skewing size. The latter is based on the bounding box, so switching to geometric bounding box is necessary -or just remove all the strokes (and grouping objects of the plane together is necessary too, by Ctrl+G).

If you mean that you literally want to rotate it, you should note that Inkscape does not support animation. You might be looking for Blender, which is 3D modeling software, and will allow you to literally rotate it.
