Can't Change Image Aspect Ratio

I'm trying to change the aspect ratio of an "image" that I am embedding into my Inkscape .svg file. I am using a mac installation of Inkscape and XQuartz. Every time I use "Ctrl"+mouse to widen the rectangular box that surrounds the image, I see the image and box stretch, however the minute that I release the mouse, the box remains the same size, but the image width snaps back to the original width, and the aspect ratio of the image does not remain. The box the image is in does remain, however. Every time I try to manually increase the width via the toolbar or the XML attributes pane, again, the box gets wider, but the image itself remains the exact same width. Picture shown below. I'm trying to make the "hat" look different -- wider, but same height. Nothing seems to work. dotted box just gets bigger and bigger, but hat width does not change. Please help if you can! Thanks!

The SVG file would be best for troubleshooting.

If the object you're trying to scale is an imported raster image (such as TIFF), then you realize it will pixelate when it's scaled, right? Also, you won't be able to scale any parts of it. It's all or nothing, since it's not a vector object.

Make sure to unlock the lock icon in the selection tool's tool bar. Also make sure you're using the latest version of Inkscape.

(resizing images disproportionately works perfectly for me in Inkscape 0.92.2)
