Hi,
I wanna create a black circle with 8 arrows coming out, pointing exactly to north, north-east, east, east-south, south, south-west, west, west-north
kind of this:

just really easy, a circle and simple lines comming out with a "arrowhead" at their end.
whats inside the circle doesn't matter because it will be filled black, so when there are "some lines inside" its okay.
any ideas and tipps how i can succeed with it.

this is how I would do this:
- head to openclipart to get a nice arrow: https://openclipart.org/search/?query=arrow
- make 8 duplicates of that arrow by selecting it and hitting Ctrl+D repeatedly.
- make a circle where they would fit on using the ellipse tool
- select the circle, then select all arrows (which should all point into the same direction), then open the dialog for arranging objects with Object -> Arrange
- switch to the second tab of the dialog called 'Polar coordinates' and leave all settings as they are, then hit the 'Arrange' button.
This should arrange all arrows on the circle. If you don't like the result, use 'undo', then try again with other settings or a different circle.

I'd look at cloning and rotating.
Cloning will let you change the first, and the clones will update.
The center of rotation of any object can be snapped to a guide intersection, or center of an object, e.g. a circle.
For even faster work, check out tiled clones with rotation.
