Hi i need to trace a photo into vector as illustrator or flash do, but i want to use php or objective-C i don't know how to do, is it possible using inkscape?
is there Inkscape API? i need to do the trace throught php or objective-c or connecting from an app to a tool that can generate the trace

inkscape use potrace (maybe with some colorspace reduction before ?) so I guess that calling http://potrace.sourceforge.net/#usage using http://php.net/manual/en/function.exec.php onto a PBM, PGM, PPM, or BMP image should work.
If your source is not a bmp you could convert your image using imagemagick http://www.imagemagick.org/script/index.php

There's a ongoing project form GSOC which aims at implementing a state-of-the-art algorithm for vectorization in inkscape.
It should be available as dll only too. Maybe you could ask Vinícius dos Santos Oliveira in inkscape devel mailing list.
